Civilians - DND Public Service (Indeterminate, Casual, Term, FSWEP):
This group includes members of the public service who work directly for the
Department of National Defence (DND) as their substantive employer. This includes
employees who work in DND as indeterminate, term, casual or student employment.
Employees of this type will have a Personal Record Identifier (PRI) eight digits
long (not including any leading 0's). This can be found on the back of the DND ID card (NDI 21)
A DLN account will be created using information obtained from the DND HRMS.
This process is automated. No request or intervention is required. The automated account
creation process takes up to 2 weeks from the time the employee's information is entered in HRMS.

Canadian Armed Forces (CAF) personnel:
This group includes all active members of the CAF (Regular and Reserve forces).
Members will have a Service Number (SN) in the format of a letter
followed by eight numeric digits which can be
found on the back of the DND ID card (NDI 20).
A DLN account will be created using information obtained from the DND HRMS.
This process is automated. No request or intervention is required. The automated account
creation process takes up to 2 weeks from the time the employee's information is entered in HRMS.

Members will have a Service Number (SN) in the format of a letter followed by eight numeric digits.
A DLN account can be created manually upon receipt and approval of a request
submitted by your designated authority (i.e. individual within DND/CAF with the
authority to hire and oversee the work performed).
The form is available in the DLN (DWAN access only) under
DLN Helpdesk > Administrative Support > DLN Account Request Form.
Access to the DLN to take training will be granted for a period of 1 year.
A new form must be completed for extension or reactivation requests.

Civilian Cadet Instructors:
Civilian Instructors (CI) of the National Cadets and Junior Canadian
Rangers Support Group who possess a valid Service Number (SN) and are
currently on contract.

Defence Construction Canada:
Employees of the Crown corporation Defence Construction Canada
who require access to complete mandatory training required by the Department.
A DLN account can be created upon receipt and approval of a request submitted
by your designated authority (i.e. individual within DND/CAF with the authority
to hire and oversee the work performed).
The form is available in the DLN (DWAN access only) under

- Email Address - This is the SMTP email address that was used to create your account (ex. firstname.lastname@domain.ca).
Contractor:
Individuals who are working with the Department of National Defence on a
contractual basis and require access to complete mandatory training mandated by the Department or
who require elevated privileges to manage the development/delivery
of a course on the Defence Learning Network.
These individuals are not employees of the Federal Public Service.
They may be independent or working through contracting agencies.
A DLN account can be created upon receipt and approval of a request submitted
by your designated authority (i.e. individual within DND/CAF with the authority
to hire and oversee the work performed).

Foreign Exchange Pers:
Military personnel of a foreign country who are working with the Department of National Defence
as part of the foreign exchange program.
Foreign Exchange military members will receive a Canadian Service Number (SN) in the format
of a letter followed by eight numeric.

creation process takes up to 2 weeks from the time the employee's information is entered in HRMS.

Locally Engaged Staff (LES):
The LES are staff engaged locally outside of Canada. The department's
LES include local nationals, dependants of CAF members and Canadian civilians
sent from Canada.
These individuals are not employees of the Federal Public Service.

Non Public Funds (NPF):
The Staff of Non-Public Funds (NPF) is a separate agency
which contains employees and contractors acting in
Non-Public Property capacity.
NPF staff have a PRI number starting with the letters "NP".
This can be found on the back of the DND ID card (NDI 21)
A DLN account will be created through a semi-automated process
with the NPF PRI number.
Three things must be in place for an account to be created:
- A valid NPF PRI number;
- A valid security clearance is entered into the NPF HR system;
- A valid email address is entered into the NPF HR system.
No request or intervention is required.
The automated account creation process takes up to 2 weeks from
the time the member's information is entered in the NPF HR system.

- firstname.lastname - This may also contain numbers if your firstname.lastname is not unique.
Other Government Department:
This group includes employees of the Canada Public Service who work for any Federal department
that is not the Department of National Defence (e.g. Department of Transportation), are
not entered into the DND HRMS system, and are required under DND direction to take
training on the Defence Learning Network (DLN).
This does not include employees on secondment or in acting positions who should be
entered in to the DND HRMS system and would be considered "DND Public Service employees"
in this context.
A DLN account can be created upon receipt and approval of a request submitted
by your designated authority (i.e. individual within DND/CAF with the authority
to hire and oversee the work performed).
The form is available in the DLN (DWAN access only) under
DLN Helpdesk > Administrative Support > DLN Account Request Form.

Individuals who do not belong to one of the group listed herein,
working on a volunteer basis or as members of outside agencies with
the Department of National Defence are not authorized to access
the DLN systems.
Individual within this group who require access to specific training
may need to consult the administration who provided them the
instruction to take the training in order to determine alternate options to access the content.
A DLN account will not be created for members of this group.
